On November 13, during the 2025 World Power Battery Conference, the launch ceremony for the “Transportation Powerhouse Pilot Program – Building Safe and Efficient Logistics Channels for Power Lithium Batteries” conditional exemption pilot for road transportation was held in Yibin, Sichuan Province. CATL became the first pilot enterprise nationwide. Xu Yahua, former Chief Engineer of the Ministry of Transport, Yang Yong, President of China Transportation Enterprise Management Association, Hu Houchi, Vice Governor of Sichuan Provincial Department of Transportation, Hao Yi, Vice Director of Chongqing Transportation Commission, Zhang Ming, Deputy Secretary of the Party Committee of Chongqing Jiaotong University, Long Jing, General Manager of CATL Logistics, and other guests attended the ceremony, witnessing two regular cargo trucks loaded with CATL power lithium batteries departing smoothly.

Official Launch of Conditional Exemption Pilot for Power and Energy Storage Lithium Battery Road Transportation
As the new energy vehicle and energy storage industries enter a stage of rapid growth, building a safe and efficient transportation system for power and energy storage lithium batteries has become an important task in building a transportation powerhouse. Sichuan, as a major province in the lithium battery industry, is making every effort to promote the construction of safe and efficient logistics channels for power and energy storage lithium batteries. According to the relevant pilot regulations, when power lithium batteries meet certain conditions in terms of intrinsic safety, vehicles and equipment, personnel, and transportation operations, carriers are exempted from requirements for hazardous goods vehicle qualifications, driver hazardous goods road transportation qualification certificates, and escort personnel configuration. This marks that CATL’s battery products can be transported by regular cargo vehicles meeting the conditions within the pilot scope. This innovative measure will promote the safe, convenient, and efficient transportation of new energy vehicle power lithium batteries, further enhancing the competitiveness of the new energy vehicle and power lithium battery industries.

High safety standard battery products and a comprehensive enterprise quality management system are the keys to CATL becoming a “conditional exemption” pilot enterprise. CATL has built a multi-level safety system in development and design, material selection, extreme manufacturing, and empirical testing. Through a quality management system covering the entire product lifecycle, the safety failure rate of battery cells is controlled at the PPB level, which is the industry’s top level of “one in a billion”. CATL’s full range of mass-produced power battery brands have fully passed the new national standard certification, and energy storage batteries have also passed China’s first mandatory national standard for energy storage lithium battery safety. At the same time, CATL’s batteries have been the first to obtain UN38.3 transportation safety test reports and thermal stability test reports, providing solid guarantees for transportation safety.
